Minimum Requirements of the CTR Law

  1. Appoint Employee Transportation Coordinator (ETC) and post name/phone prominently.
  2. Annual information distribution to all employees about employer's CTR program.
  3. Report annually to jurisdiction (County).
  4. Measure results in goal years.
  5. Make a good faith effort to achieve CTR goals.
  6. Develop and implement CTR program (with at least one strong program element) to meet CTR goals.
Elements may include, but are not limited to, one or more of the following:
  • Parking Management:
    • Instituting or increasing parking charges for single occupancy vehicles (SOVs)
    • Provision of preferential parking or reduced parking charges, or both, for carpools and/or vanpools combined with the provision of commuter ridematching services to facilitate employee ridesharing for commute trips
  • Financial Incentives/Subsidies:
    • Provision of subsidies for transit fares
    • Provision of subsidies for carpools and/or vanpools
    • Provision of a program of parking incentives such as a rebate for employees who do not use the parking facilities
    • Implementation of other measures designed to facilitate the use of high-occupancy vehicles, such as on-site day care facilities, cafeteria, etc.
    • Guaranteed Ride Home
  • Alternate Work Schedules:
    • Compressed Work Week schedules which are accessible to a significant number of employees
    • Flexible work schedules (flex-time) to facilitate employee use of transit, carpools or vanpools
  • Telework:
    • Establishment of a program to permit some or most employees to have the ability to work part or full-time at home or at an alternate worksite closer to their home
  • Rideshare Program (to support the use of carpools and vanpools) includes at least two of the following:
    • Provision of preferential parking or reduced parking charges, or both, for high-occupancy vehicles combined with the provision of commuter ridematching services to facilitate employee ridesharing for commute trips
    • Guaranteed Ride Home
    • Internal and/or external ridematching, combined with personalized ETC assistance
    • Implementation of other measures designed to facilitate the use of high-occupancy vehicles, such as on-site day care facilities, cafeteria, etc.
  • Fleet Vehicles for CTR:
    • Provision of vans for vanpools
    • Permitting the use of the employer's vehicles for carpooling and/or vanpooling
    • Permitting the use of the employer's vehicles for Guaranteed Ride Home
  • Site Amenities:
  • Construction of special loading and unloading facilities for transit, carpool and vanpool users
  • Provision of bicycle parking facilities, lockers, changing areas and showers for employees who bicycle or walk to work
